Born in March, 1881. Educated at Ravenshaw College, Cuttack and Law College Calcutta. Practised in Ganjam District, 1919-21.

Joined Congress, 1921 ; started Kisan Sangh in Madras Presidency, 1920 ; He was M.L.A., Madras Council, 1920-29 ; resigned in Salt-Satyagrah, 1929 ; often courted imprisonment in Freedom Movement ; elected M.L.A. Orissa, 1936 ; Chief Minister of Orissa, 1937-39 resigned on the war issue ; member, Constituent Assembly, 1947-51 ; Member, A.I.C.C., for several years ; President Utkal  P. C. C., for three terms ; Governor of U.P., 1962-1967.
